with reference to my despatch No. 2150 of November

29th I have the honour to transmit to you herewith the Minutes

of the fourth meeting held yesterday of the Committee set up

by the Diplomatic Body to consider international measures

against piracy. A summary of the discussion which took place

at this meeting is contained in my telegram No. 1743 of

December 16th.

The refusal of the United States has I am afraid

put an end to any prospect there ever was of international

so-operation against piracy. There only remains the possi-

bility of some sort of Anglo-Japanese co-operation as to the

practicable desirability of which I am at present consulting

the Dommander-in-Chief.
